TAXES:
ACA 9- Property taxation: transfers of principal residences. This measure would repeal the worst provisions of Proposition 19. This bill would reinstate the prior rule excluding from classification as a “purchase” or “change in ownership” requiring reappraisal the purchase or transfer of the principal residence and the first $1,000,000 of other real property of a transferor in the case of a transfer between parents and their children, or between grandparents and their grandchildren if all the parents of those grandchildren are deceased. The measure would apply retroactively to all affected purchases or transfers occurring on or after February 16, 2020.
BUSINESS:
AB 1026- TITLE: Business licenses: veterans. Existing law requires applicants of various professions and vocations seeking a license from a board to meet specified requirements and to pay certain licensing fees. This bill would require every board within the CA Department of Consumer Affairs to grant a 50% fee reduction to an applicant who has served in the Armed Forces and was honorably discharged.
Status: April 20, 2021 – Passed through committee unanimously and moves to be re-referred to the Committee on (Appropriations).
INFRASTRUCTURE:
SB 662- Energy: transportation sector: hydrogen. The existing law requires the Public Utilities Commission (PUC), in cooperation with the Energy Commission, the state board, air quality management districts and air pollution control districts, electrical and gas corporations, and the motor vehicle industry, to evaluate and implement policies to promote the development of equipment and infrastructure needed to facilitate the use of electric power and natural gas to fuel low-emission vehicles, as provided. This bill would require the PUC to additionally evaluate and implement policies to promote the development of equipment and infrastructure needed to facilitate the use of HYDROGEN to fuel low-emission vehicles.
Status: Amended in Senate April 19, 2021.
BUSINESS:
AB 1089–Credit services organizations- This bill would prohibit a person from engaging in credit services in this state without a license and would require the person applying for a license to submit to a criminal background check. This bill would revise information that must be provided to a consumer before a credit service contract is executed, including notice, regarding the filing of complaints with the department. The bill would prescribe statutory penalties that may be imposed on a credit services organization that willfully and knowingly violates these provisions.
Status: Referred to Appropriations Committee on April 28, 2021.
HEALTHCARE:
AB 369 – Medi-Cal “street medicine”. This bill would allow an enrolled Medicaid provider to determine a self-identified homeless person as presumably eligible to receive full-scope Medicaid services, known as Medi-Cal. The bill specifically does not require an I.D. or a prior application to determine eligibility and specifically provides for billing for out-of-office services known as street medicine. With the nation’s highest percentage of homeless, the opportunities for fraud with “street medicine”, which bypasses eligibility verification and required managed care safeguards, is incalculable.
Status: Currently in Appropriations Committee.
