Governor Newsom Signs Executive Order on Marriages- 04/30/20- This executive order allowed adults to obtain marriage licenses via videoconferencing rather than in person amidst the COVID-19 pandemic restrictions. Additionally, adults who wish to be married can conduct a ceremony to solemnize the marriage via videoconference if certain requirements are met. Governor Newsom Signs Executive Order on CalWORKs – 05/01/20– This executive order temporarily broadens and loosens enrollment requirements of people into the California Work Opportunity and Responsibility to Kids (CalWORKs) program using various eligibility verification methods. i.e. self-attestation of pregnancy. It waives in-person identification requirements. It also expands the opportunity for individuals to qualify for a limited amount of lump-sum financial assistance instead of receiving CalWORKs, based on their income to percent of the Federal Poverty Level. https://www.gov.ca.gov/2020/05/01/governor-newsom-signs-executive-order-on-calworks/
Governor Newsom Announces Workers’ Compensation Benefits for Workers Who Contract COVID-19 During Stay at Home Order – 05/06/20– This executive order creates a time-limited employer rebuttable presumption for accessing workers’ compensation benefits applicable to Californians who must work outside of their homes during the stay at home order. The Governor also signed an executive order that waives penalties for late payment of real or small business property taxes for taxpayers who demonstrate financial hardship due to the COVID-19 pandemic through May 6, 2021. Governor Newsom Issues Executive Order to Protect Public Health by Mailing Every Registered Voter a Ballot Ahead of the November General Election – 05/08/20 – The order requires that each county’s elections officials send vote-by-mail ballots for the November 3, 2020 General Election to all registered voters. Governor Newsom Issues Executive Order on Extending Deadlines Impacted by COVID-19 – May 8, 2020 – This executive order extends some critical deadlines and loosens renewal requirements impacted by the pandemic, including some state project certifications, notaries public renewals, items under purview of Fire Marshal’s, deadlines extended for certification requirements for public school project inspectors. The order enhances public safety by allowing retired peace officers to temporarily be reemployed for up to a year if they left the agency in good standing. It also authorizes remote reporting under the Sex Offender Registration Act consistent with state public health guidance.
