California Proposition 23, the Dialysis Clinic Requirements Initiative, is on the ballot in California as an initiated state statute on November 3, 2020. The proposition authorizes State regulation of kidney dialysis clinics and establishes minimum staffing requirements.

With fewer than 130 days before the election, we thought it was a good time to do a roundup of the various propositions that will appear on the November ballot. Please note this list is not final.

CALIFORNIA LOCAL RENT CONTROL INITIATIVE (2020) This measure allowed local governments to have rent control, except on (a) housing that was first occupied after 2/2/95 and (b) housing units with distinct titles such as condos, townhouses or single family. 

Referendum 1856 (18-0009), Referendum to Overturn a 2018 Law (SB10 Pretrial Release and Detention) That Replaced Money Bail System with a System Based on Public Safety Risk, is on the November 3, 2020 Ballot 

California Criminal Sentencing Parole, and DNA Collection (2020) In the wake of everything that is happening in the United States and California, we CANNOT take our eyes off of the November 3, 2020 election.

The following is a summary from Senator Pat Bates, Vice Chair of the Senate Special Committee on Pandemic Emergency Response, providing the key takeaways from the first committee meeting.

SB10, Pretrial Release and Detention, was passed by the California Legislature in 2018 and signed by Governor Jerry Brown.  It replaces California’s cash bail system with risk assessments to determine whether a detained suspect should be granted pretrial release and the conditions under which release would be granted.

CALIFORNIA LOCAL RENT CONTROL INITIATIVE (2020) allowed local governments to have rent control, except on (a) housing that was first occupied after 2/2/95 and (b) housing units with distinct titles such as condos, townhouses or single family.  It would replace the Costa-Hawkins Rental Housing Act which was passed in 1995.

Reopening California is moving slowly but it appears Governor Newsom is prepared to move into the early Stage 2 phase which means a gradual reopening.

The California Criminal Sentencing Parole, and DNA Collection Initiative is on the ballot in California on November 3, 2020 as an initiated state statute. The Proposition number has not yet been assigned.
